This month, Officer Mosley became Retail Emphasis Detective Mosley. In his new role, Detective Mosley will be working with our city’s businesses and their loss prevention officers to investigate organized retail crime (ORC) in our city. Our Coffee With a Cop on March 26th is an opportunity for our businesses to meet Detective Mosley, get your questions answered about ORC in our city and learn what we are doing to deter and combat it.

Organized Retail Crime (ORC) is more than shoplifting — it’s coordinated criminal activity that impacts businesses, employees, and our entire community.

In Washington State, organized retail crime has become a significant issue. These crimes often involve organized groups stealing large quantities of merchandise from multiple stores and reselling the items for profit online or through fencing networks.

🔹 Washington ranks #1 in the nation for retail theft rates, with about 3,510 cases per 100,000 businesses.
🔹 Retail theft and ORC cost Washington businesses billions annually:
🔹 About $2.7 billion in stolen merchandise reported in recent years.
🔹 Total economic impact estimated at $3.6 billion statewide.
🔹 Organized theft rings often operate across multiple cities and counties.
🔹 Retail employees are increasingly facing threats and violence during theft incidents.
🔹 Retail theft costs Washington businesses billions of dollars each year.
🔹 Those losses often lead to higher prices, locked merchandise, reduced store hours, and even store closures.

ORC is not a victimless crime. It affects workers, shoppers, and the economic health of our communities.

Addressing this issue requires strong partnerships between law enforcement, retailers, and prosecutors to identify patterns, build cases, and hold offenders accountable.
